Allan Mukuki

Board Member of the World Energy Council Kenya Chapter

Allan M. Mukuki is a distinguished Advocate of the High Court of Kenya, academic leader, researcher, and policy consultant with over a decade of impact across public international law, refugee governance, data protection, and energy law. He is an LLD candidate at Stellenbosch University, a Hague Academy scholar, and a former Visiting Fellow at the Refugee Studies Centre at the University of Oxford. At Strathmore Law School, Allan serves as a member of the Management Committee and the Founding Director of the Forced Migration & Displacement Research Hub, where he drives research, policy engagement, and institutional development. A celebrated educator, he has been honoured repeatedly, Best Lecturer (2023 & 2025) and 2nd Runner-Up Law Teacher of the Year, Nairobi Legal Awards (2025), and recognised nationally as a Business Daily Top 40 Under 40 Laureate (2024).

 

Allan’s policy footprint spans East Africa and beyond. He has led or contributed to major legal and governance instruments, including the Nairobi County Refugee Integration & Community Building Strategy (2024–2027), IGAD’s Regional Refugee Management Framework (2023), and both the 2022–2025 and 2025–2030 Strategic Plans for Kenya’s Office of the Data Protection Commissioner. His publications and consultancies cover refugee inclusion, digital governance, Housing, Land & Property (HLP) rights, and equality law, informing governments, INGOs, and private-sector actors. In the energy sector, Allan has become an emerging authority: he serves as Legal Advisor to the World Energy Council’s Kenya Chapter, delivered labour-law and gender training for Somalia’s energy engineers under the ILO, led the HIVOS Open Contracting Project developing gender-transformative SOPs for Kenya’s energy governance, and contributed to Microsoft’s regional initiative on AI, agriculture, and health technologies, advancing responsible innovation in energy and technology ecosystems.

 

Alongside academic and consultancy excellence, Allan is deeply committed to social impact and leadership. He is the Board Chairperson of HIAS Kenya, advancing protection and durable solutions for displaced populations, and the Founding Director of The Spear Foundation, which champions access to education for children from underserved communities. He continues to mentor the next generation of African lawyers as a globally recognised moot coach, guiding Strathmore to historic achievements such as the 2025 Jessup International Rounds Top 8, 2025 National Championship, and the 2023 Nuremberg Moot victory. Across law, governance, energy, and humanitarian action, Allan Mukuki stands at the intersection of justice and transformative leadership, advancing solutions that shape societies and strengthen institutions.
